Article 14

Article 14 of Regulation (EU) 2024/1689 requires high-risk AI systems to allow effective oversight by natural persons during their period of use. It articulates in complement to Article 13 (transparency to the deployer) and Article 86 (explanation to the affected person): human oversight is the operational counterpart, requiring not just intelligibility of the output but real capacity for intervention on the system. Opening the Black Box treats the article in the context of the articulation between transparency, oversight, and explainability, and of the question of what it means, today, to supervise a model whose internal functioning is not visible.
